힐러리 클린턴 미국 국무장관은 29일(현지시간) 북한의 핵실험 위협에 대해 "북한 정권이 이런 길을 가지 않도록 하는 방법이 있을 것이라는 희망을 여전히 품고 있다"고 말했다.

클린턴 장관은 이날 워싱턴DC에서 열린 한 행사에서 북한이 핵실험을 강행했을 경우 대응 방안에 대해 "어떤 조치가 있을지를 미리 말하고 싶지 않다"면서 이같이 강조했다.

그는 특히 "(북한 핵실험은) 우리 모두에게 위협이기 때문에 일본, 한국, 러시아, 중국과 오랜 대화를 했다"면서 "북한 정권의 행동을 바꾸기 위해 우리는 함께 긴밀하게 노력해야 할 것"이라고 말했다.

이는 북한이 최근 유엔 안전보장이사회 제재에 반발하며 미국을 겨냥한 핵실험 의지를 거듭 밝힌 데 대해 제재와 함께 6자 회담의 틀을 활용한 외교적 노력도 병행할 수 있음을 내비친 것으로 해석된다.

이어 클린턴 장관은 "우리는 새로운 젊은 지도자가 뭔가 다를 것으로 예상했기 때문에 실망스럽다"고 김정은 북한 국방위원회 제1위원장에 대한 실망감을 밝혔다.

그러면서 "그가 엘리트 집단만이 아니라 주민들의 삶을 개선하고 교육을 강화하고 개방과 기회를 확대하는 데 집중할 것으로 기대했다"며 "그러나 그는 도발적인 언동을 하고 있다"고 비판했다.

조지 리틀 미국 국방부 대변인은 이날 정례 브리핑에서 북핵 추가 실험 징후 등 과 관련한 질의에 지난 며칠간 빅토리아 뉼런드 국무부 대변인이 했던 답변과 똑같은 반응을 되풀이했다.

그는 "(북한 핵실험 준비 평가 등) 정보 사항은 언급할 수 없지만 북한이 공언 한 대로 핵실험을 준비하는 것 같다. 불필요한 도발(needlessly provocative)이고 실험을 강행한다면 유엔 안보리 결의에 대한 중차대한 위반"이라고 말했다.

또 "추가 도발은 북한을 더욱 고립시키는 결과만 가져올 것이며 핵미사일 프로 그램에 집중하는 것은 북한 주민에게 전혀 도움이 되지 않는다"고 주장했다.

리틀 대변인은 "하나 덧붙이자면 유엔 안보리가 며칠 전 채택한 결의안은 미사일 발사나 핵실험 등 추가 도발 때 중대한 조처를 하겠다는 결의를 나타냈다"고 설명했다.

그는 "궁극적으로는 북한 주민들에게 문제가 되고 역내 평화와 안정에도 문제가 된다. 국방부도 사태를 자세히 감시하겠지만 중요한 것은 북한이 올바른 길을 가는 것"이라며 "과거에는 그럴 의도를 보여주지 않았지만 미래에는 다른 길을 택할 수도 있을 것"이라고 덧붙였다. (연합뉴스)

Clinton: Still hopeful to avert N. Korea's nuke test plan

U.S. Secretary of State Hillary Clinton said Tuesday Washington will continue efforts to dissuade North Korea from taking additional provocations rather than talk concretely about possible punitive steps.

"I don't want to preview what the outcome might be in terms of actions that would have to be taken, because we still hope that there is a way to convince the North Korean regime not to pursue this path," Clinton said.

In what was billed as a "Global Townterview," a mix of a town hall meeting and a television interview, Clinton expressed regret that North Korea's young leader, Kim Jong-un, has chosen the path of confrontation.

"I think with a new, young leader we all expected something different," she said. "We expected him to focus on improving the lives of the North Korean people, not just the elite but everyone, to have more education, more openness, more opportunity. And instead, he has engaged in very provocative rhetoric and behavior."

In partnership with media outlets around the world, Clinton took questions from youth in several countries live via satellite.

It marked her 59th such session and last as secretary of state.

Clinton said the U.S. has closely worked with South Korea, China, Japan and Russia to deal with North Korea.

"It's going to be a lengthy consultation," said the secretary, who is scheduled to leave the department on Friday.

Pyongyang has threatened to conduct a nuclear test and launch more long-range rockets. Commercial satellite photos reportedly show that the communist nation is technically set for a nuclear test, although whether or when to conduct it is a political decision.

The Pentagon, meanwhile, reiterated that the North's move is "needlessly provocative."

"A test, if it occurred, would be a significant violation of U.N. Security Council resolutions," George Little, spokesman for the Defense Department, said at a press briefing. "Further provocations would only increase Pyongyang's isolation, and its continued focus on its nuclear missile program is doing nothing to help the North Korean people."

He refused to answer a question on the U.S. assessment of the level of North Korea's preparedness for detonating a nuclear bomb, saying it's an intelligence-related matter.

"We'll continue to monitor events closely, but the important thing is for the North Koreans to do the right thing," he said.

The Senate Foreign Relations Committee on Tuesday unanimously approved President Barack Obama's nomination of John Kerry, a Massachusetts senator and 2004 presidential candidate, as secretary of state, sending the issue to the full Senate for final confirmation.

The Senate floor vote is expected later Tuesday or Wednesday. (Yonhap News)
